On August 1, 2022, the Ministry of Industry and Trade of Vietnam issued Decision No. 1514/QD-BCT on the application of anti-circumvention measures against trade remedy measures imposed on certain cane sugar products imported from the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, and the Republic of the Union of Myanmar (case code: AC02-AD13.AS01).
Subsequently, on July 1, 2025, the Ministry issued Decision No. 1708/QD-BCT announcing the result of the new exporter review in the above-mentioned case (case code: NR03.AC02-AD13.AS01).
The review was initiated in December 2024 based on an application submitted in June 2024 by the new exporting company, Delicious Food Limited (Republic of the Union of Myanmar). During the course of the investigation, the Ministry of Industry and Trade fully complied with the provisions of the Law on Foreign Trade Management and Decree No. 10/2018/ND-CP dated January 15, 2018, detailing the implementation of certain provisions of the Law regarding trade remedy measures.
Following a thorough investigation and assessment, the Ministry determined that Delicious Food Limited is a new exporter engaged in the production of sugar from cane harvested in Myanmar. The investigation concluded that the company has not engaged in acts of circumvention of the trade remedy measures currently applied to cane sugar products originating from Thailand.
Moving forward, the Ministry of Industry and Trade will continue to coordinate closely with the General Department of Customs and other relevant authorities to closely monitor sugar imports, the impact of trade remedy measures, as well as developments in supply-demand, prices, and domestic production. The goal is to timely apply appropriate management tools to ensure a healthy, fair competitive environment and a balanced distribution of interests among sugarcane growers, sugar producers, sugar users, and consumers.
