Recently, Thailand’s Department of Foreign Trade (DFT) initiated an end-of-term review of the anti-dumping (AD) duties imposed on certain iron or steel pipes and tubes imported from Vietnam.
The investigated products are classified under HS codes 7306.19, 7306.29, 7306.30, 7306.40, 7306.50, 7306.61, 7306.69, and 7306.90, covering 171 HS codes under Thailand’s Customs Law.
The request for the end-of-term review was filed by the Metal Tube and Sheet Processing Manufacturers Association. The review aims to determine whether the existing AD duties should be maintained or removed by assessing whether the removal of these duties would likely result in continued or recurring dumping, causing harm to Thailand’s domestic industry. Such reviews are conducted every five years following the initial imposition of duties.
Regarding the AD investigation on Vietnamese iron or steel pipes and tubes, the current duty rates range from 6.97% to 51.61%, applied since February 2020. These duties will continue in the form of a deposit requirement for one year from February 13, 2025, or until the end-of-term review results are announced.
The DFT has stated that it will send investigation questionnaires to Vietnamese producers and exporters starting February 24, 2025. Companies that do not receive the questionnaire but wish to participate in the case must submit a request to the investigating authority within 15 days from the official announcement date (no later than February 25, 2025).
Relevant parties are encouraged to submit information, comments, and hearing requests to the investigating authority within 30 days from the official announcement date (no later than March 12, 2025, with possible extensions).
