On February 21, 2025, India’s Directorate General of Trade Remedies (DGTR) announced that it had received a valid and complete request for an anti-dumping investigation into elastomeric filament yarn originating in or exported from China and Vietnam.
Elastomeric filament yarn, classified under HS codes 5402, 5403, and 5404, has been exported by Vietnamese enterprises to the Indian market. However, since 2016, India has conducted an anti-dumping investigation and imposed duties on this product.
In 2022, India’s Ministry of Finance terminated the anti-dumping duties following a sunset review. Since then, it appears that Vietnamese enterprises have increased exports of elastomeric filament yarn to India, prompting domestic Indian manufacturers to file a petition requesting the initiation of a new anti-dumping investigation.
If DGTR decides to initiate the investigation, this will mark the second time that India has examined this product for anti-dumping concerns. In addition to India, elastomeric filament yarn has frequently been subject to trade remedy investigations by various countries.
