India issues final determination in countervailing investigation on coated and uncoated tempered glass from Vietnam

The Directorate General of Trade Remedies (DGTR) of India has recently issued the final determination in the countervailing duty investigation on coated and uncoated tempered glass from Vietnam.

On February 13, 2024, DGTR initiated the investigation following a petition by Borosil Renewables Limited, the complainant in the case. One Vietnamese respondent company participated in the investigation, cooperated, and submitted responses to DGTR’s questionnaire.

On April 2, 2024, DGTR officially announced the initiation of the countervailing duty investigation on coated and uncoated tempered glass from Vietnam. The initiation notice was accompanied by a questionnaire for Vietnamese and Chinese producers/exporters.

On February 11, 2025, DGTR published the final determination, concluding that the respondent Vietnamese company had received subsidies under four out of six programs, including:

  1. Import duty exemption on raw materials for enterprises in non-tariff zones;
  2. Import duty exemption on imported machinery and equipment;
  3. Corporate income tax exemption; and
  4. Land and water surface rent exemptions and reductions.

Based on these findings, DGTR determined a subsidy margin of USD 593/MT for the respondent company, while all other Vietnamese exporters would be subject to a nationwide subsidy margin of USD 664/MT.
