On March 28, 2025, the Directorate General of Trade Remedies (DGTR) of India officially launched an anti-dumping investigation into Elastomeric Filament Yarn originating from China and Vietnam.
The investigated product is Elastomeric Filament Yarn, classified under HS codes 54024400 and 54041100. This type of yarn, commonly known as Spandex or Elastane, is widely used in the textile and garment industry, particularly in stretchable clothing. However, the following types of yarn are excluded from the investigation:
• Colored elastomeric yarn (except black);
• Elastomeric yarn stretched on weaving machines;
• Yarn branded as “Lycra”;
• Elastomeric yarn used in diaper production.
This product was previously subjected to anti-dumping duties by India in 2016, but the measure was discontinued in 2022 after the expiration of the final review period.
Complainant: The complaint was filed by Indorama India Private Limited, which alleged that the import of this product from China and Vietnam at dumped prices has caused injury to the domestic industry.
PCN Classification in the Investigation: The complainant has proposed nine PCN codes for product classification. DGTR has invited stakeholders to submit their comments regarding product classification and the PCN system within 15 days from March 28, 2025 (i.e., by April 12, 2025).
Investigation Period:
• Dumping period: October 1, 2023 – September 30, 2024
• Injury assessment period: April 1, 2021 – March 31, 2024
Obligations of Vietnamese Enterprises:
Vietnamese exporters of the product must submit comments and responses to the DGTR questionnaire by April 27, 2025. Failure to cooperate may result in DGTR using adverse data against them.
