On September 30, 2024, the Directorate General of Trade Remedies (DGTR) of India announced the initiation of an anti-dumping investigation concerning calcium carbonate filler masterbatch from Vietnam.
The investigation was initiated based on a petition filed by India’s domestic industry, represented by the Association of Compound and Masterbatch Manufacturers of India and the Masterbatch Manufacturers Association of India.
The product under investigation is Calcium Carbonate Filler Masterbatch, classified under HS code: 3824 99 00. The petitioner alleges that the product is being imported into India in significant volumes, dumped at unfair prices, and causing or threatening to cause material injury to India’s domestic industry.
Period of Investigation:
(i) Dumping: April 1, 2023 – March 31, 2024;
(ii) Injury: April 1, 2020 – March 31, 2021; April 1, 2021 – March 31, 2022; April 1, 2022 – March 31, 2023.
Interested parties may submit their comments within 30 days of the initiation of the investigation to the DGTR. The investigating authority will review valid comments and responses and proceed with the examination of the case. These inputs could be critical in shaping the final conclusion of the investigation.
Calcium carbonate filler masterbatch is a widely used plastic compound created by combining calcium carbonate (CaCO3) powder with a polymer resin, such as polyethylene or polypropylene.
