Fraud of goods origin (Made In Vietnam) just a risk, or actually happening?

A list of 13 types of products at risk of fraud investigation has been released. The situation of goods origin fraud, “made in Vietnam” masquerades, if not effectively prevented, will greatly affect the prestige and competitiveness of Vietnamese goods, in the context that Vietnam is increasingly participating in many Free Trade Agreement.

In your opinion, is fraud of goods origin just a risk, or is it actually happening? (In fact, dozens of investigations have been initiated by countries with exports from Vietnam: EU and Turkey 6 cases; US 5 cases and Brazil 2 cases?)
Not just being sued, how can the fraud of goods origin cause long-term impacts on the whole production of Vietnam? (about reputation and competitiveness)
In your opinion, what measures should Vietnam take to prevent frauds in origin of goods (both in terms of regulatory agencies and the enterprises themselves)?
