On April 7, 2025, the European Commission (EC) issued a notice imposing provisional anti-dumping measures on certain hot-rolled steel products imported from Egypt, Japan, and Vietnam into the European Union (EU) market.
The investigation was initiated on August 8, 2024, following a request from the European Steel Association. The products under investigation include hot-rolled steel falling under CN codes in groups 7208, 7211, 7225, and 7226. Several product types are excluded from the scope of the investigation, including:
- Stainless steel or grain-oriented silicon electrical steel;
- Tool steel and high-hardness specialty tool steel;
- Stainless steel in coils, plain finish, with thickness over 10 mm and width of 600 mm or more;
- Non-coiled steel, plain finish, with thickness from 4.75 mm to 10 mm and width of 2,050 mm or more.
The anti-dumping investigation period covers April 1, 2023, to March 31, 2024, while the injury investigation period spans from January 1, 2021, to March 31, 2024.
Regarding dumping margins, the EC made a preliminary determination that Vietnamese exporters are subject to margins ranging from 0% to 12.1%, based on data provided by the exporters and subsequent adjustments in accordance with applicable regulations.
As for injury, the EC preliminarily concluded that the EU hot-rolled steel industry has suffered material injury, evidenced by a decline in market share, downward price pressure, reduced profitability, investment, and employment levels.
In response to allegations that Vietnam’s export tax policies suppressed the prices of iron ore and coal—two primary inputs in hot-rolled steel production—the EC found insufficient evidence to support this claim.
During the investigation period, Vietnamese companies sourced iron ore and coking coal from various international suppliers due to inadequate domestic supply in both quantity and quality. As such, input prices were not influenced by the domestic market.
