On June 6, 2024, the Canada Border Services Agency (CBSA) issued a preliminary determination regarding the anti-dumping investigation on steel wire imports from China, Egypt, and Vietnam.
The investigation was initiated on March 8, 2024, by the CBSA to apply anti-dumping measures on steel wire products originating from China, Egypt, and Vietnam. The product under investigation is wire rod with the following HS codes: 7213.91.00.42; 7213.91.00.43; 7213.91.00.49; 7213.91.00.50; 7213.91.00.60; 7213.91.00.70; 7213.99.00.11; 7213.99.00.12; 7213.99.00.31; 7213.99.00.32; 7213.99.00.51; 7213.99.00.52; 7227.20.00.20; 7227.20.00.90; 7227.90.00.60; 7227.90.00.70; 7227.90.00.81; 7227.90.00.82; 7227.90.00.83.
The complainant in this investigation is Ivaco Rolling Mills 2004 LP.
On June 6, 2024, the CBSA released a preliminary decision on the anti-dumping investigation concerning steel wire imports from China, Egypt, and Vietnam. The provisional anti-dumping duties for Vietnamese enterprises are the lowest, ranging from 6.1% to 38.9%, compared to Chinese enterprises (50.9% – 71.1%) and Egyptian enterprises (49.7% – 99.8%) under CBSA investigation.
It is expected that within 15 days from the issuance of the preliminary determination, specifically on June 21, 2024, the CBSA will issue a Statement of Reasons explaining the preliminary determination. The Statement of Reasons, summarizing the information used by the CBSA to make the decision, will be posted on the CBSA’s website at www.cbsa-asfc.gc.ca/sima.
Additionally, the Canadian International Trade Tribunal (CITT) will determine the impact of the investigated imports on the domestic industry. If the CITT concludes there is no injury, the investigation will be terminated. However, this outcome is generally unlikely in such investigations.
Currently, the CBSA continues its investigation and is expected to issue the final determination on September 4, 2024.
