On May 23, 2025, the Canada Border Services Agency (CBSA) announced its determination in the anti-circumvention investigation concerning certain semi-trailer products imported from Vietnam. This represents an important step in clarifying transparency and compliance with international trade laws by Vietnamese exporting enterprises.
According to the CBSA’s conclusion, the semi-trailer products imported from Vietnam show no indication or evidence of circumventing the existing trade remedy measures applied to similar products imported from China. This result remains unchanged from the preliminary determination issued in April 2025, confirming the accuracy and transparency of the investigative process.
Currently, Canada imposes an anti-dumping duty of 126.4% and a countervailing duty equivalent to 12,370 Chinese yuan per unit on semi-trailers imported from China.
This determination is highly significant for Vietnamese manufacturers and exporters of semi-trailers. First and foremost, it confirms that Vietnam’s export activities do not violate trade remedy regulations, meaning that Vietnamese companies can continue exporting these products to the Canadian market without being subjected to the high trade remedy duties applied to Chinese imports.
This facilitates the stability of trade operations, promotes export growth, and strengthens the competitive position of Vietnamese products in the North American market.
Amid global economic fluctuations, characterized by increasing trade barriers and stricter protective measures, the CBSA’s determination sends a positive signal to Vietnam’s manufacturing and export sectors, affirming their credibility in complying with international trade regulations.
It also provides an important foundation for Vietnamese enterprises to consolidate long-term business strategies and enhance coordination with regulatory authorities to protect their legitimate interests in the international marketplace.
The CBSA is expected to publish a detailed Statement of Reasons soon, offering further information on the investigation process and the legal basis for this determination. Businesses and stakeholders are advised to closely monitor official documents to better understand the legal and technical aspects involved.
To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnamese law firms specializing in anti-dumping and trade remedy for timely assistance.
