The National Assembly Standing Committee has taken significant steps to shape Vietnam’s legislative landscape by adopting Resolution 59/2024/UBTVQH15. This resolution introduces key adjustments to the 2025 Law- and Ordinance-Making Program, underscoring a commitment to addressing pressing legal and societal needs.
Key Additions to the 2025 Legislative Program
Under Resolution 59/2024/UBTVQH15, adopted on December 11, the following drafts were added to the legislative agenda for submission at the 9th session of the National Assembly in May 2025 under single-session procedures:
- Draft Resolution on Extension of Agricultural Land Use Tax Exemption Duration
- Draft (Revised) Law on Promulgation of Legal Documents
Additionally, several critical drafts are scheduled for discussion at the 9th session (May 2025) and passage at the 10th session (October 2025):
- Draft Law on Personal Data Protection
- Revised Press Law
- Revised Law on Bankruptcy
Timelines and Responsibilities
The Government has been tasked with submitting the aforementioned drafts to the National Assembly Standing Committee at its March 2025 session. To ensure the quality and timeliness of the legislative process, both the Government and the Supreme People’s Court are required to:
- Promptly incorporate feedback from the National Assembly Standing Committee and verification opinions from National Assembly agencies.
- Prepare comprehensive dossiers for each draft resolution and law.
- Conduct thorough assessments of policy impacts and refine policy content to align with regulations.
